Payback 2 features a Grand Theft Auto-style open world, but allows you quickly select from an almost unlimited number of online and offline events that are all action, all the time. It includes everything from tank battles to high speed helicopter races to huge gang battles - but you really have to try it get a feel for how much variety there is, and were adding more all the time!
